Put water in it with a little baking soda and put it on the stove on low heat. Let it simmer for a few minutes once it gets hot. It should come off very easily.

I just gave this hint to another similar question. Dishwwasher detergent is a good thing for soaking pots and casseroles with food that is really cooked on. That stuff is really strong. I don't have a dishwasher but I do have the detergent on hand just for this purpose.
