Probably because its one less trip with a pan of boiling water! Dry (packet) Penne should be boiled for 9 to 11 minutes - just like it says on the packet.

I dont think it matters what temperature you use. Dont forget to salt the water, sometimes I add a chicken bouillion cube too! EDIT: Pasta usually cooks for around 8 minutes, but that can vary depending on a ton of factors. I usually keep and eye on it, stir it every once in awhile to ensure even boiling, etc. You can feel with your spoon when the paste starts to soften. You want it to be "al dente" which means cooked, but still with a firmness. I usually will take a piece out and taste test to see if its ready.

i dnt i boil the kettle first and then keep the water hot and put the pasta in. thats the proper way to cook pasta. most find it easier to just whack it in cold water and put it on to boil. its quicker and your less likely to burn yourself. but no its defo not bcos hot water dirty - infact its cleaner.

start off cold water becuz that way the water will heat up quicker. city water is dirty. best to buy some reverse osmosis water or buy a water distiller to clean your water. I fill my pan with hot water from the kettle, trying to bring a big pan full of cold water to a boil on a gas hob, not only itll take ages, but its uneconomical. Perhaps you refer to people who dont fill the pan with hot water from the tap. They do that because in many cases the hot water comes from a copper tank that is never fully emptied, so its not the healthiest of waters to use for cooking or drinking.

your talking about boiling water thats from a tap arent you. you shouldnt use hot water from a tap because it has been heated through a boiler or emmersion heater. or is sourced from whats called a header tank that can be contaminated. technically you can use it must be boiled fully at 100 deg celsius for at least 5 minutes. but it aint a good idea. Whereas cold water from the tap is fed from the mains contains no contaminents and is safe/free from the majority of bacterias. best to boil a kettle of cold water and use that.

I dont, I always boil the water first. I dont use the hot tap though. Boil penne pasta for about 10-15 minutes, depending on how firm you like it. 15 minutes would make it very soft, but you can experiment until you get it just how you like it.

The plumbing in this house is plastic so Im not worried about lead contaminants. I use hot water because Im probably washing dishes anyway and its silly to run the stove on "high" for 15 minutes to boil water. Penne cooks in 7 to 9 minutes. Fish one out of the water and test it.

For the information of our ex-colonial cousins, in the UK at present, energy prices are spiralling out of control, and are due to go beyond not only the ability of the worst off to be able to afford, but also the ability of the government to subsidise. When I come home from work and cook pasta, I always fill the pan from the hot tap. My thinking is that I have already paid - at cheap overnight rates - to get the water to that temperature. Therefore, I will need less of the expensive daytime energy to get it to boiling point. From a culinary point of view, you always put pasta into already boiling water.

Yes, hot water from the tap is "dirty"! Especially if it has been stored in a hot water tank and the boiler or emmersion heater has been supplied from a cold water tank in your attic... Just look inside that cold water tank to see why you would never, ever wish to drink water from it! LOL! This cold water tank also (usually) supplies the cold water to bathrooms and bedrooms in a house and hotels, which is why you should never drink water from those places and there is even sometimes a sign to say "not drinking water" in hotel rooms/bathrooms. If you have a combi boiler for hot water and no water tank in your attic, it does not matter... In that scenario, bathroom/bedroom cold water is also directly supplied from the mains and is therefore "clean" (even if it tastes tainted from sitting in the pipes for a long time). Water from the cold water tap in the kitchen is straight from the mains (by law), so is (presumably) ultra clean and wholesome. It is also fresh and "aerated" which purists would say adds to quality. You can choose whether to boil water in a kettle and bring back to boil in a pan before adding the pasta, or boil in a pan to start... BTW always add salt after it comes to the boil. Either way you are using "clean" cold water to start off. Hot tap water has been through some heating system which you do not know about, but is generally avoided.
