Ideally, you should start with a Bachelors in Political Science or Public Administration. Some universities offer one or both. Then, you should get a Masters in Public Administration. The field is very competitive and you really need a Masters to move up the ranks. Aspiring City Managers typically start out as an Administrative Assistant to the City Manager. In the public sector, this is actually a mid-management position. In the private sector, I realize that title would sound more like a clerical position. Another route would be to be a Department Head (Finance Director, Parks Director, Police Chief, etc...). Your alma mater could be helpful if the hiring decision-maker went to your school.
