I am answering this from the UK, but I can say this. Its not good. I was once offered a lot of money to sort out this problem with an asset management company, who had not filed their regulatory returns, and the SEC was going to stop them trading in less than a month. I walked away, big kudos if I had succeeded huge downside if I failed. The SEC give plenty of notice and the penalties were obvious to all involved. At Citigroup, the Japanese equivalent closed their private banking operations as they were unhappy. To be delinquent is bad and they should know they are in trouble. If they comply, then the problem should go away, but, yes, the big question is why they are delinquent, this is very high priority stuff, and although I do not know the company in question I would be concerned.

Answer 1
A corporation whose shares are traded in the markets must file reports which are required by the Securities and Exchange Commission. Whoever is responsible in the firm in which you have was negligent in a timely filing. Therefore the firm was delinquent. As an investor, you should be aware why the delinquency occurred. It may be an indication of the manner by which that firm operates. NG!!
