It delineates areas of development - industrial , residential , proposed highway schemes / proposed development in the hope to create further development in those areas that is applicable and so improve the infrastructure ( motorway links ) A road development . A proposed highway link to a motorway or A road would / could encourage pockets of small industrial units along its route so if there is waste land or ex industrial land then grants could be offered to assist the development in that area , a residential area could be offered grants to retain the residential areas image - stret lighting road narrowing schemes etc.

It is supposed to guide development in the right direction and therefore safeguard the environment. BUT Our council had a plan that developers could not use a certain area, and the government overruled them. So it means nothing if you have developers with lots of money, and the ear of the government.
