Maybe that cheat is like the change lot zone cheat. With the change lot zone cheat, you have to type the cheat in and then exit to the neighborhood screen, then go back into the lot. If you type it, but dont exit to the neighborhood screen, you wont see the changes. Or, you could try exiting to the neighborhood screen first, type the cheat in and then go into the lot.
